MINUTES OF MACA ANNUAL MEMBERSHIP MEETING – 5/27/2019
Westford Regency Inn and Conference Center, Westford, Massachusetts
The meeting was called to order at 9:38am by acting Chairman Robert Messenger (Treasurer and Membership Secretary). Also in attendance were MACA members Jeffrey Caruso (Elections Commissioner), Bernardo Iglesias, Tony Cortizes, Oleg Poliannikov (incoming President), Arthur Barlas, George Mirijanian, Stephen Dann, and Dmitry Barash (Director). As a quorum of 30 members was not present, the meeting was informational.
The first order of business was the Elections report, delivered by Mr. Caruso and included here.
The second order of business was the Treasurer’s report, delivered by Mr. Messenger and also included.
This led to a discussion of Chess Horizons. Mr. Iglesias asked for the reasons for the planned discontinuation of CH. Board members in attendance related the four points emphasized in the board meeting of April 2018, which were: 1.) cost, 2.) the role of a news publication printed quarterly in the internet age, 3.) better focusing our mission on other things, and 4.) inability to find an editor after Mr. Smolensky leaves the post at the end of this year. Discussion continued with comments from many members, including the fact that the incoming Board will have the task of deciding what comes after CH, with the possibilities being raised of having an online-only version, and a chess newsletter for prisoners. Mr. Poliannikov concluded by saying that he is not opposed to CH but that there needs to be more than a strong feeling in favor of CH; there needs to be someone willing to take on the work of producing it.
The third order of business was the Membership report, also included. Mr. Dann commented on the fact that membership is down by 124 members from last year. Mr. Barash noted that the Hurvitz Cup numbers were down significantly and that this was probably part of the reason. Mr. Poliannikov made the point that membership is one metric of MACA’s success but is not itself our primary mission.
Upon a motion by Mr. Caruso (seconded by Mr. Iglesias), the meeting adjourned at 10:01am.

Report of the Elections Commission
May 27, 2019
General
A total of 131 voters were registered for online voting and 8 for paper ballots. There were nine candidates for the eight Director positions; all other races were uncontested.
Ballots
Paper ballots were mailed to voters on April 23 together with printed candidate statements and a self-addressed, stamped ballot return envelope. Votes could be mailed or handed in directly at the Massachusetts Open.
One ballot package arrived damaged by the Post Office; another arrived late. The Elections Commission sent a follow-up email to all other paper ballot voters having email addresses to see if there were other problems, but none were reported.
Online ballot invitations were emailed to voters on April 27, including a link to the online ballot form and a link to candidate statements posted on the masschess.org website. Online voting was enabled between April 27 and May 22 inclusive.
Online ballots were tallied by electionrunner.com and published online on May 25. Paper ballots were counted in public at the site of the Massachusetts Open at noon on May 25 and the combined totals were announced verbally and posted in the tournament venue.
Election expenses
Election expenses this cycle totaled $53.07, including a $29.00 fee to ElectionRunner.com for the online portion of the election.
